The fourth offshore oil project in Newfoundland and Labrador has taken another step forward.

A headquarters responsible for leading the Hebron project through various phases toward development opened Wednesday in St. John's.

The move follows the filing last month of the Hebron project description with the Canada-Newfoundland and Labrador Offshore Petroleum Board.

The filing by the project operator, ExxonMobil Canada, is one of the first regulatory steps toward development.

Construction on the project is expected to begin in 2012, employing 3,500 people at its peak.
