Workers with the Department of Transportation and Works and private haulers were busy on Tuesday morning filling in the last of several washouts in West Bay on the Port au Port Peninsula when culverts were unable to handle the big rush of water that came ahead of Hurricane Leslie making landfall in Newfoundland on Tuesday morning.
