Above are the seven pages included in the field orders issued by Service NL against Janet Ma, owner of 27 Humber Rd., the building that was abruptly evacuated on Feb. 7 when the power was cut off following a complaint to the Corner Brook Fire Department.

The building was home to eight apartment tenants and a restaurant, Pho Vietnam.

"We identified various serious issues which represented electrical safety issues," said Vanessa Colman-Sadd, director of communications for Service NL in an email.

"These included improper grounding, electrical panels located in unsafe areas, inability to disconnect power in individual units, work performed by un-qualified individuals, use of unapproved equipment such as extension cords acting as permanent wiring and in many places the wiring was unprotected."

Some information of a personal nature was redacted from the order provided to The Western Star.

The provincial government provided the vacated tenants with hotel accommodations, but the tenants were told that assistance could end on Thursday.

    Everyone keeps saying someone should inspect every apartment before a new tenant moves into it. How would the inspecting authority know there was a new tenant moving into an apartment? The landlord is not going to notify anyone when the lease changes hands,because the resulting inspection could wind up requiring them to spend money to fix something. In most cases, tenants won't report anything either, because they can't afford to lose their accommodations or risk the landlord jacking up the rent. Have you tried to find an apartment in Corner Brook lately? Just ask the university students how hard it is to find decent accommodations here. The only way landlords are going to be held to account in these situations is if the tenants are educated about their rights, empowered with the knowledge to know when those rights are being violated and protected if they speak up and report a slumlord. Otherwise, this situation will never change.

    This sounds like the last place I rented and the owners thought they were doing me a favor by giving me a roof over my head...I think ALL rental units and properties should be inspected before new renters move in. Who is watching the landlords and keeping tabs on them? I had a whole list of things wrong with my place from the roof on down but it was just as well to talk to the wall...if you complained they tried to make you feel like they were doing you a big favor. Inspections and follow ups are the key here. Landlords / owners are getting away with too much because no one is keep up on them.

    When times were a little rough I had the unfortunate time of living there... Let me just say the whole building should be burnt down for sanitary reasons anyway.the place was infested with wharf rats. Janet an older lady did all the electrical work her self. One time I told her the base board heater didn't work she came down herself that day and wired it together with some wire she had kicking around and left wires exposed. Not to mention the state of disrepair of all the apartments. They should probably inspect more then just electrical issues.
