Stein opposes denial of permit for esthetics reason print this article
STEPHENVILLE
FRANK GALE
The Western Star

The Stephenville town council has denied a permit for Tony Smith to erect a house in the rear property of 71 Hillview Ave. in Stephenville saying it does not conform to the esthetics of the area.

Coun. Cec Stein disagreed and said at the Thursday’s general meeting of council that it was a stretch to turn down the application for the reason outlined.|

“It’s a fill-in area, and a larger piece of property and we’ve made exceptions to other people in the past,” Stein said. “It’s hard to support denying this based on esthetics when you look at buildings like Stephenville Gardens and Nova Recycling, among others in this town,” he said.

Mayor Tom O’Brien said these regulations are on the book and some regulations conflict with each other, presenting a unique set of problems. He said when you let rear-yard development take place it creates a problem for servicing and history has shown when residents run into problems, they turn it into a town problem.

Stein was the only member of council to vote against the motion.

Permission granted
Adrian Cornect was given outline planning permission to hold a Country Rock Fest in Stephenville in 2010, subject to the event organizers carrying insurance which would include indemnification for the Town of Stephenville against any future claims relating to the event, an adequate security plan, submission of an organization plan, a site location indicating the area of the Ramp to be utilized in the event, approval or relevant government agencies and compliance with all town regulations.

Double ‘J’ Procurement was given outline planning permission to operate a home-based consulting business from space in a home at 1 Brook St. subject to compliance with all town regulations.

Craig Butt was approved a permit to construct an eight-unit senior’s complex at 10 New Mexico Dr., subject to approval of the government service centre and all town regulations.

Aboriginal Sport and Recreation Circle was given permission to hold the Aboriginal Regional Games in Stephenville at the end of June 2010 and the Town of Stephenville will write a letter of support for the games.

Paula Gillis was approved a permit to construct a 13 feet by 24 feet six inches extension at the rear of a residence at 20 Pennsylvania Ave. to accommodate a wheelchair lift.

BLT from nl writes: Council should concern themselves with properties in the immediate area that are bring down the value of others on the street. They have been approached time and time again but will not do anything. Why? Maybe it would change if the Mayors and others would have these places next to them.

Take a good look around from Stephenville, NL writes: Of please get serious!

Erecting a property further back is really going to make a difference???

It will be new construction.

Wouldn't it make more sense to allow him to move forward and specify on the permit that his property must developed with landscaping...that would add to any residential area.

No...deny the permit. That makes more sense.

Again, Stein stands alone on reason.

Look around town and get business to clean up their properties (not referring to all but let's just say we can pick them out easily enough)

How about the next council meeting all councillors make a drive around town with a pen and paper.

Start up around the RCMP building and tell me there's not loads and loads of areas that need to be addressed to conform to the ESTHETICS OF THE AREA.

Think you could fill a notebook?

Bit sarcastic this morning but a new home back on a piece of property...time to wake up Mr. Mayor and evaluate the sense of decisions. Commen sense.

Too bad your property is not in Kippens from NL writes: You wonder why people wanted Stein back. Got to agree if the house is situated more forward on the property or further back won't make a row of difference. I could understand if he wanted to put the house sideways. That's ok as the next Tony Smith can purchase property in Kippens and maybe that council will make commen sense decisions.

benjamin dover from nl writes: O'Brien out, Stein in....never agreed with many of the things Stein did as a mayor, but you have to admit, the town ROCKED during his tenure. we had Marcot, armed forces day, Stephenville Music Festival....new business came into town, it was prosperous...since Obrien came in, what do we have to show? no backing against the closure of the mill, no new business, nothing in the way of development,..oh sure, we have those backward street lights, but what is that anyway...the man (O'brien) cant even speak in public..move your lips man!

Esthetic policy then goes for all from NL writes: The Stephenville town council wants to ensure the esthetics of the town are maintained and becoming a barricade for new growth is their idea of accomplishing it? I get a kick out of reading the report on various council's each morning. Stephenville always has something on stein. It's like comic relief to my day.

There's a new sheet of black on Main st. I would think council's energy would be better spent requesting a facelift on some of the buildings that way. When council gets that done then write all base rental owners in the town and remind them of this esthetics policy and that they are NOT conforming. Same goes for the private dwelling rentals that need to fixed up around their properties rather than just rake in the rental income.

As for private property council should think outside the box and come up with a solution to assist low income property owners to fix up...there are grants out there but most people of low income didn't have opportunities for education and may not be aware of how to source them out and do the paperwork.

I think your councillors and yes staff should do it for them and please don't say you're too busy. Councillors should work for their money and that does not mean just show up to give greetings or attend meetings.

Out with Policy if NOT for all from NL writes: No matter what Stein votes for this council is going to disagree.

The rest of the councillors and mayor look like idiots.

Do you all realize that these people we have on council make HUGE dollars for no commen sense.

Disappointed from NL writes: Nice to see Mr.Stein is stepping up to the plate on these issues...esthetics look towards the airport...why is large sections of property being rezoned from commercial to residential ? If this keeps taking place the next step will be to rezone the runway...sheesh councillors get a grip...the majority of the people moving into this area ...are not moving because of the employment....thats a GIVEN. Keep up the good work Mr.Stein.

john from Nl writes: esthetics reason . Now my good council of Black Sheep. Drive around and see for yourselves the mess that is around our town.
1. Tim Horn cups EVERYWHERE.
2. Houses with car wrecks and dug up lawns for the last year.
3. garbage
etc.
You were given the challege...go see for yourselves then after you get them to clean up, talk about esthetics .

Stephenville improves esthetics of town from Stephenville, NL writes: A policy in place to ensure the pleasing esthetics of a community is maintained. LOL. (Laugh out load)

Most of the councillors and mayor are the joke of the town. Stein doesn't have to upstage anyone. You all make him look good because you come up with brain dead statements and directions.

Please find some resemblence of sense before you open your mouth and/or vote.

On a positive note I like the idea of helping out low income to find money to fix up their house; there are some rebates with NL Power for insulation. As for some work around the house I would suggest the full time fire dept workers be assigned to community residents to assist. They all have pagers.

It won't take away from training as there is a significant # of hours during the work day that could be put to better use.

Lots of firemen work on personal projects while being at work. Don't take this wrong they might as well utilize the day. I am saying it comes down to management and council setting priorities, nuturing and encouraging change for the positive.

Neat concept that could actually add to the ESTHETICS of the community. Take on that challenge.

Dave from Stephenville, NL writes: if sville doesn't get past the anti-stein attitude nothing will get done. your mom should have taught you all to keep your mouth shut until you get a well thought out response. your mayor's and councils support to deny the permit was comical given the many other areas that are NOT esthetically pleasing. again, council looks like idiots at their own hands.

Kevin Keating from Gander, NL writes: Way to go Cecil keep up the good work,
your hands are full trying to make up for
lost cause sense you left the Mayors chair , dont lose your cool , just remember if you didnt do such a good job wnen you were there for them to follow, just imagine how bad it would be
The Towns better off with you on council
but would be a hell of alot better if you were Mayor
