The issue came to a head earlier this week when Joyce said he found it odd the western regional board chaired by Downer would publicly state it might pursue a subsidy if the costs rise beyond what has been forecast.
Joyce said the board essentially rejected a subsidy when it agreed to transport waste to central in 2012 without a subsidy agreement in place.
Downer has since clarified his position, stating that although the board gave up what he called a losing battle with the government to obtain a subsidy, the board has never ruled out pursuing one again if it is deemed necessary.
On Thursday, Joyce responded again, citing the minutes of two meetings held by the waste management board.
In a March 31, 2011 meeting, an update from a Feb. 24, 2011 meeting was provided. In that update, the board says “rejection of a transportation subsidy rules out the trucking to central option completely.”
The board ultimately decided in June 2012 to take waste to central Newfoundland. During that meeting, it was mentioned that there had been no response from the government on the transportation subsidy, but a decision had to be made.
It is also stated that perhaps making a firm decision to bring waste to central might make the government more agreeable to help implement the strategy.
The vote went 5-3 in favour of shipping waste to central. No one from Corner Brook or Pasadena was at the meeting.
