CHARLOTTETOWN, P.E.I. — Bill Watters, owner of Northern Watters Knitwear in Charlottetown, says his business — which recently opened a second location in Halifax — makes and sells knitted sweaters and other clothing items and exports to about 250 stores across Canada.
