West Street development deferred as council seeks more information

The Stephenville town council has deferred a request from Gerard Pomeroy for outline planning permission to construct a four-plex apartment building at 89 West St.

Deputy Mayor Susan Fowlow, chair of the Stephenville town council’s traffic and planning committee, made the motion for the deferral following discussion on the item and opposition to the development proceeding by several council members.

Coun. Maurice Hynes said when previous development took place in the same area by the same developer, a stipulation was that paving would be carried out in a certain amount of time and that hasn’t be done yet.

He said there are also privacy issues that have been brought up, so fencing has to be part of the development and that the narrowness of the roadway at the location is a concern when it comes to having access for certain emergency vehicles.

Hynes suggested the outline planning permission be deferred until these matters are dealt with.

Coun. Mike Tobin said when the permit was given 14 months ago for the previous buildings on the property, paving was supposed to have been done back then and he believes it should be done before any new development moves forward.
