to relieve the flooding pains

caused by heavy rains?
But in essence, the problem
is building on flood plains
or on areas surge-prone
that water wants to claim
or on unstable clay
or on saturated moraine —
and ditching and construction
with improper drains.
No flood-planning or controls
structure siting to restrain
and a lack in engineers
with water-trained brains.
