Mayor Tom Rose says the Stephenville town council is looking at remediation work to remove some of the obstacles he believes is causing water backup and flooding in the community of Noel’s Pond.
The community lies within the Town of Stephenville’s municipal planning area.

Rose said he recently went on an educational field trip in Noel’s Pond with Don White of Stephenville, a landowner in Noel’s Pond, who showed him some of the obstacles.
One of these is an old spur line that was put in service for the former paper mill in Stephenville, which is no longer used.
Rose said this spur line actually acts like a beaver dam and he believes some of it can be removed to provide better water flow and prevent water backing up.
He said another issue is silting at the end of Noel’s Pond itself in Stephenville where Warm Creek runs out of it.
“I think we can lower that so there is a better flow there, which will likely also help in preventing the backup of water in the community of Noel’s Pond,” Rose said. “I believe Don White is 100 per cent right on these problems.”
He said as a town council they are going to take responsibility for some of that work as it is all part and parcel of mitigating some of the flooding problems.
